The COP or the Conference of the Parties to the WHO Framework Convention on Tobacco Control is the governing body of the WHO FCTC comprised of all Parties to the Convention. The COP keeps the implementation of the Convention under regular review and takes the necessary decisions to promote its effective implementation. The COP may also adopt protocols, annexes and amendments to the Convention. The work of the COP is governed by its Rules of Procedure. Starting from COP3, the regular sessions of COP are held at two-year intervals.
The seventh session of the COP was held in Delhi, India from 7-12 November 2016, jointly organised by the Government of India and the Convention Secretariat.
